Charles is Managing Director of ECTEL



The Board of Directors of the Eastern Caribbean Telecommunications Authority (ECTEL) has announced the appointment of Embert Charles as Managing Director of ECTEL. The appointment was made by the ECTEL Council of Ministers in accordance with the provisions of Article 9 of the Treaty establishing ECTEL, and took effect on July 01, 2008{{more}}

A release issued on Tuesday by the Chairman and Board of Directors of ECTEL said Charles is a national of Saint Lucia who has had extensive training and experience in the fields of telecommunications policy, communications and broadcasting. He is a former Director of Information Services of the Government of Saint Lucia and he has served as a consultant to a number of institutions and agencies in Saint Lucia, as well as regionally and internationally.

“As Managing Director, Mr. Charles leads a team of professionals in the disciplines of telecommunications engineering, law, project management, economics and finance, as well as other administrative and technical staff,” the release said.

The ECTEL Secretariat is based in Saint Lucia and is an integral component of the regional telecommunications regulatory authority which includes National Telecommunications Regulatory Commissions (NTRC) in all the ECTEL Member States.

ECTEL was established in 2000 to promote open entry, market liberalization and competition in telecommunications in its five Member States: the Commonwealth of Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, and St. Vincent and the Grenadines. Among other things, the Authority regulates the pricing of services, numbering, interconnection and the use of radio frequencies.
