Police said, David Brown, 47, of Brooklyn, was arrested for “criminal solicitation in offering an undercover officer $65,000 to have Police Commissioner Raymond W. Kelly killed, and to bomb headquarters at One Police Plaza,” adding that Brown had asked an individual to contact someone who was willing to do the contract killing.

Police said that request led to having an undercover officer make contact with Brown at the jail where Brown is currently serving time.
